... hrm, I'm going to have to say that the chainsaw can not be unbreakable. Too many moving parts(the majority of it, no problem, but the chain might be subject to binding or even breaking under it's own strength).
Additionally, chainsaws don't damage by blunt force impacts, which means that a damage rating is needed for chainsaw mode(the most obvious is to give it a 40 since that's the damage the axe deals, though going less than that would be logical too... 20 is probably reasonable for a chainsaw). Everything else is going to be assumed to be dull and the damage rating is purely his manly strength coming through rather than some razor edged blade. Given that he's the only one(right?) who can wield the axe, this really doesn't cause a problem. The axe is sharp enough to slice through steel in Dan's manly hands... but if someone else were to swing it, someone with less strength than him, I'd like to know what kind of additional damage the edge might grant.

Hmm, should I just take chainsaw mode out altogether?
He is the only one who can wield the axe to its full, 'godly' potential, as he is 'pure of heart' with Perun's blessing. That being said, anyone could pick it up, but it would be a your average, if not frailer and rusted, axe in their hands.

Hrm... maybe... I mean a chainsaw is one of the traditional logging impliment, at least in modern day. That said however, the weapon seems to be more old time tradition than modern time.
Okay, so in 'godly' mode it's unbreakable, but the edge is no sharper than around 20 points worth of damage. In somebody elses hands it's like 10 points damage/material strength(but with regeneration for when a pure heart once more picks it up... 'pure heart' being it's own judgement not necessarily something others agree with).

Current Alias(s): Geoff Ecrie / Excise Constantine / Saint Torqinus.
Mugshot: 'Excise Constantine' is a man of tall frame, with an imposing frame of well-toned muscle built up from unnatural means, as well as from warfare and the heavy strain of being an hero. He has a light, olive skin complexion, marred with scars, with some lighter skin where he had not tanned.
He has a head of shaggy, black hair that curls at the ends slightly, with ears that stick out and a well-shaven face. His left-eyebrow has a long cleave through it and is marred by a scar. His left-eye is also blind, a complete shade of grey from wounds.
He has a hole in each hand; stigmata.
His 'outfit' consists of steel, laminar shoulder-plates on one arm, under which he usually wears a crew neck t-shirt, as well as distressed, black jeans. He wears ornate greaves that cover the entire foot in steel. He carries a gladius, as well as an Imperial Roman's shield. He usually wears a mock Roman helmet, with a heavy 'plume' or 'crest' of blue and yellow. He also carries a spear.
Psychological Profile and Personal history notes: Geoff Ecrie was born in Pinnacle City to a mother and a father whom rose from the dirt to command one of the most powerful 'towers' in the entire city, responsible for a large section of the materials and training for the city's guards.
He grew up among the most powerful and hated them all with every fiber in his body. He felt that with their capabilities and powers they could assist those whom toiled below them in the muck, rain and darkness.
He studied hard, educated himself and turned into an intellectual, and by the age of seventeen, had taken up his life-long goal of becoming a superhero. Albeit, his came more from being forced on the matter than anything else.
After his family acquired religious relics from the late Roman Empire for a Church Charity, whom were celebrating 'Saint Torqinus', a celebrated Roman Legionnaire whom stood up for Christianity, whom was crucified inside of his armor, a perverse mask put over his face that was burned into his flesh.
Out of curiosity, he applied the helmet. After a moment of complete nausea and paranoia, he awoke to find himself on the floor of a museum, glass shattered around him and pillaged armor and weapons. Out of some instinct, he took them.
It took months before he could communicate clearly to his 'companion', after compulsion drove him to place the helmet on constantly, finding himself with a sick obsession to wear it for the 'power' it gave him. Over time, the two started to combine partly into one, and gave birth to 'Saint Torqinus' in material form, going about saving those in Pinnacle City with extreme prejudice.

Considered armed and dangerous because: While his intentions are pure, his methods are in all degrees of the word brutal. He is above the law, and will use his abilities to achieve his goal. Armed with kinetic force turns his considerable skill with his weapons into a deadly barrage of powerful blows, combined with a shield that seems to take the impact of any blow, and a spear as deadly and sharp as any modern weapon. Maybe even more so.

Looks good, and I would approve the character as is. I like the Legionnaire reborn thing, and a bit of a twist on both the "dark vigilante" and the "two minds in one body" ideas.
One thing however triggered in my mind. You say "as well as his powers to use 'kinetic' energy." in the source of his powers. Which, I suppose is fine. Throwing a punch uses 'kinetic' energy after all, it's not like he's doing anything unusual using kinetic energy. Usually though, pointing out what kind of energy is used means you're using that energy in a way that normal people don't(the X-men Gambit uses 'kinetic energy' supercharging his cards so they pack more damage than a simple playing card should). IE you have a super power.
So, under the assumption that this 'kinetic energy' used in his powers is somehow a super power, I scroll down to the "Considered armed and dangerous because" section and... nope. Nothing listed. He uses brutal methods, but he's not listed as using any weapons or superhuman abilities. Just plain and simple brutality. In appearance he carries a gladius sword, but since it's not listed as something he's actually ARMED with, it's for appearance only and he apparently doesn't fight with it(same with the spear, shield, and even the armor since it apparently doesn't give him any protection beyond normal clothing). He just brutally beats people with his fists or uses whatever is laying around. He's strong, smart, aware, and trained, so quite frankly to be dangerous all he'd need is his fists.
You listed the spear, sword, shield, and armor as being completely cosmetic and never coming into functional use, and include a distinction of 'kinetic' energy in the power source, but no super abilities linked to it. Little red flag popped into my mind from that, making me suspect that how this is written is not what you intended.
If you do in fact intend it how it is written, my mistake. The character sounds good. Have him show up when you want. If you didn't intend it to be as it is written, edit the post(change the "Considered armed and dangerous because:" section to include what he is armed with, be it weapons carried, or super powers he uses) and I'll look over the edits.

Oh, yeah. Shit. I kind of assumed to put his weapons with his armor, since it seemed to be 'visually' a part of what he looks like, given the fact that he is carrying a shield, spear and a sword.
I was also going about the idea that he is able to use 'kinetic' energy to apply more force to an object to increase the damage it can cause. A gladius swinging at someone whom is wearing a device that creates a powered armor around the person might not make a dent, but if that force is backed up, it might just cleave through the armor to the flesh all together.
And I also thought that bundling it into his power source was enough. I'll edit them to fit into the weapon slots and get my character oriented.

Well, it does work bundled entirely as part of the visual, and probably does deserve a mention there.
However, the "Armed and Dangerous" part is used to determine more as a list of potential offensive, defensive, and "other" abilities the character has above and beyond a normal character with the stats listed(which are already above and beyond a 'normal' human). Something that police forces would want to know if facing off against your character. The "carries a gun" was the first idea that came to mind, but probably any super power, even those that are not directly damaging(IE turning invisible or teleporting) would be included in such an all points bulletin.
The only reason I include the stats is because I want to forestall any potential arguments about "You can't cut through my steel armor! Your sword is just a rusty old galdius from a museum!" that somebody might come up with(not that I can think of anyone using armor in Pinnacle City). So give the sword some stats. Along with anything else that might be applicable(the kinetic multiplier to increase the damage, how much the armor protects him, etc).

When it comes to kinetic energy, what are the rules when it comes to using it to amplify the force of a weapon, such as his Gladius or his spear, or even his shield.
I was thinking that he would augment his sword to cleave through modern weapons, use his spear as a ranged means and that the shield could take more durable blows, or even when he is bashing with it, can force and expel energy out to knock his enemies down.
I just want to know before I actually edit it and then post.

With Gambit's power it basically notes that he can charge a nonliving object with explosive energy up to 30 damage per turn per a set amount of mass. Then it goes to list off various things, such as a knife being able to deal 40 damage(10 base, plus 30 explosive, charges in one turn), an anchor dealing "Shift X" damage(over 100) if he's given four or five turns to charge it up, and his preferred use of playing cards dealing 30 damage(0 base, plus 30 explosive, able to charge several per turn)
Which seems a bit more complicated than is needed.
Why not just put "Can charge objects with kinetic energy, increasing their damage by up to (insert number)". That should be easy enough to work out.

Just a note, on this date Freeshooters character sheet was edited.

All the above stats were at 0 previously, as the character hadn't been fully designed yet, despite a desire by the player to push her into the storyline(hence her inclusion a few days ago despite not having a finished character sheet). No notifications on how effective her weapons and/or powers are as of this date, but assumptions can be made.
Also, for the math:
Max Health would be 72 Starting Karma would be 80, though since her job is to kill people that number is probably going to drop to zero and stay there(it really depends on how over the top, dramatic, and ESCAPABLE the kills are).
To be honest, that really sounds quite reasonable to me, but if anyone thinks this character is somehow out of line, as always, I'm open for it to be debated.

Okay, it's been suggested that once more, since nobody has anything to do, that we should timeskip another few days.
This means that the following storylines would be effected:
The Storms would leave everyone alone(nobody wants to deal with them anyway). A few days later you'd hear something about a superpowered battle taking place in another part of the city which results in a few Pinnacle Protectors slaying two supervillains with undetermined powers(strength for one and energy blasts for the other). It would take a reason check to even guess at what happened, but from gauging everyones reaction to this plotline, I'd say nobody would bother.
Wendy and Manly Dan would finish their conversation and go home. They might meet again, but it's unlikely. Manly Dan would probably be sleeping on park benches for the next few days(basically doing nothing), while Wendy goes home and sulks for a bit. Prentiss unofficially joins the Lost Boys, though Wendy doesn't notice him. Quite frankly he's just happy to not have to eat out of dumpsters anymore(all of them, again, basically doing nothing).
Charity/Omega return home safe and sound. Basically doing nothing.
Father Enoch, Sister Loretta, Micheal the Choirboy, and Wickerman are left with the church repaired, and nothing to do for a day or two. Their read the bible and maybe have a homecooked vegan dinner. Basically doing nothing.
Doll Breeder is unable to contact Owlgirl, so instead sends Frisbee out on the mission to raid the bio research lab. There are no complications(as neither Omega nor Manly Dan show up), and the materials he needs are gathered. The two decide to lay low for a few days before proceeding with the next part of their plan.
The two punks who stole Kay Corp super technology weapons are apprehended by White Dragon as they try to transport their goods after a few days. The weapons are taken off the street, and no villains manage to get their hands on them.
Plague is left to rot in Penance Island, since he is either unwilling or mentally unable to offer to help Nightmare Scorpion stop a murderer. This was his second chance to get back into being an active character(I was inspired by Freeshooters introduction to give him one) and it was turned down, so I don't think we'll be getting back to this character. He'll be considered dead.
Freeshooter relaxes at a motel for a day or two, maybe watching some TV or something. Basically does nothing.
In short, since there's 'nothing to do' the characters do nothing for a few days off camera so the players don't get bored with all the nothing being done.
We'll pick up again and I'll start a new plotline or two. This time being more direct and aggressive(which means the church will probably be attacked again) since the passive storylines aren't working.
