This is actually intended for a one on one RP. I just wanted to see if I could work out the world here. Though I will admit there is entirely possible we could do a whole squad of Bionic Commandos...
Starting at the end of World War II, the Federated States of America had started to give up on the idea of the soldier and the army, instead preferring to focus their the concept of the 'commando', singular or small squads of highly trained, highly competent, highly funded and thoroughly supported warriors who took to the front lines, breaking through and crippling enemy forces by cutting off command structures and supply lines. These Wolves of the Battlefield became the weapons, and successful military forces shifted further into supply and support.
One of the most impressive of these Commandos was Joseph "Super Joe" Gibson. He was a young Green Beret recruit instrumental in the victory of the Federation over communist puppet states in Indochina, and then later successfully rescuing the Federation president from an African terrorist faction. Unfortunately, the squad he worked with to rescue the president, code named the "Mercs", suffered heavy losses, sending Super Joe into a downward spiral of depression and post traumatic stress.
When the Imperial forces under Generalissimo Killt make an aggressive push into territory formerly held by BADD(Baltic Axis Directorate, the national socialist group the Federation narrowly defeated in World War II), Super Joe is outfitted with the latest technological advancements to become the first Bionic Commando. Unfortunately, he is lost, made a prisoner of war, his bionics backwards engineered and supplied to Gottfried Groeder, the second Bionic Commando.
To confront this threat Nathan "Rad" Spencer, a recent recruit who had suffered traumatic damage and the loss of his fiance is given the same bionic augmentation as Super Joe. Rad Spencer nearly single handedly saves Super Joe, discovers that the Imperial forces have successfully cloned the World War II BADD leader known as Master-D, a highly charismatic and evil despot once known as Hitler, and destroys the Albatross super weapon, a highly advanced star ship that had crashed in the country of Karinia(uh... Poland? I think? The "alternate history" names and geography for everything get confusing. Kinda looks like Denmark...), one of the first countries BADD captured during World War II. The technology within the Albatross flying fortress was instrumental in the BADD rise to power as an industrial and technological leader of the world, even if Master-D maintained strict secrets on the more advanced technology like the cloning tubs and process of induced mutations. Secrets that had been lost with him on his first death, and again when the Bionic Commando blew up his cloned head.
Fresh from his victory over Imperial forces, a crisis involving nuclear missiles on the island nation of Papagaya pits Rad Spencer and his Elite Force of fellow bionically enhanced Commandos against Papagaya's dictator Sabio. While the team successfully stopped nuclear war, they failed in nearly all other ways from the very start, showing Sabio's innocence in the matter.
The current belief in Bionic Commandos is leveling off. The public was initially sold them as super war heroes, and at the height of propaganda idolized them. But as the Papagaya event showed the FSA, bionics can be addictive and drive the users insane if not properly synchronized. With the official collapse of the Communist Empire leaving the FSA as the only military superpower left in the world, propaganda now pushes the idea that Bionics are dangerous and unregulated, to be stripped of their augmentation so that they do not endanger the lives of innocent civilians.
The events of this story take place prior to the Ascension City bombing of the twin world trade towers by a terrorist force, leaving it somewhere in the 1990s. The FSA bionics program has not yet been disband, and Rad Spencer has not yet been stripped of his bionics and imprisoned. Thomas Clarke, one of the Mercs who worked with Super Joe prior to his bionic augmentation, has not yet revealed the sinister secret about the cost of bionics.
You can play as either an "unregulated" bionic created by any nation or corporation other than the FSA, or one of the last FSA built bionics working under Captain Spencer and General Gibson to try to maintain order in a world that is swiftly tipping against them. Mind you, if this is more than one player, I'd like everyone to be on the same "side", otherwise we're going to have to expand the character skeleton to include conflict resolution means.
