I'm going to do my own manga (if I can call it that) that would parody magical girl manga and anime but I don't know where to base off the costumes. All I'm asking is there websites or any books that can help my drawing muse? I'll be sure to post scans up the finished project.

I think there are a couple books on the subject. The library in our city has them with the teen nonfiction.

Sailor Moon was one of the pioneering magical girl titles, wasn't it? Their outfits were based on the school uniforms of the time with random pretty accessories added.
Personally, I would just read a whole bunch of magical girl titles and pick out the most common aspects to include in the character designs without outright plagiarizing an entire outfit from one series. Even if you just had a sparkly transformation scene and a short skirted version of some normal outfit, I think people would recognize it for what it is.

Also, I would suggest looking at a whole bunch of sweet lolita (I think that's what it's called) or lolita in general. Gotta have the super-floofy/cute dresses, amirite?

Thanks for the advice for drawing characters and I looked at the links they were interesting, lolita seems to be just as good. I'm reading manga and watching soon anime too.

Similar to the vein that DD was thinking in, a lot of magical girl costumes are inspired by the 'princess' look, so I would definitely look at historical costume books. Watch your step though, don't over complicate things. It once took me three weeks to illustrate half of a dress worn by Marie Antoinette xD
