((So a bit of backstory: I undertook a 24-Hour RPG challenge to make a setting. You roll 3d500 and look a chart to find what you end up with- I got 'Steampunk, Reincarnation, and Mecha'. A bit of channeling The Big O and Giant Robo: The Animation, and a liter of Mountain Dew later, this is the end result.))

There is another Earth out there, a world of wonder. A world of adventure. A world of steam.
In this world, humans go beyond the limits of what we consider even possible, with martial arts (among others) able to harness life energy into physical forms.
Technology in this world has retained being mostly steam-based with the founding of aether-based 'super steam', machinery being dubbed 'Steamachines' given that secondary energy sources have been being researched. A monument to this technology can be found in the recently developed giant humanoid machines dubbed 'Boiler Plates', marvels of the future even with few currently produced. The age of tomorrow is rising, with a new golden age for humanity along with it.
However, all is not well in this world. In the far cosmos, perhaps even beyond the universe, beings akin to the dragons of myth have based concern over humanity's sudden growth in technology have decided to send their avatars to 'reformat' the civilization by being born as humans- which has times before in this Earth's ancient history. This 'reformatting' of Earth has already begun by the mere existence of the reincarnated avatars, as place by place begins to become cities of amnesia, with knowledge on how to use the technology of the world lost to them.
The governments of the world have sent the the International Rescue Militia, a group of trained experts that handle natural disasters and general peace keeping beyond the abilities of normal police and military forces, to travel from location to location to try and unravel the mystery posed by the amnesia outbreaks...

Avatars are... just that: the Avatars of the dragons in human form. They're able to harness chi abilities far easier than the normal human. Oddly enough, this time around, most of the Avatars are struggling if their role in the cosmos to trigger Reformatting is the right one, a contrast to past incarnations blindly following their goals.
The Reformatting is an occurrence triggered by the mysterious 'dragons', designed to reset a planet's technological progress by use of special chi techniques, although the mere existence of Avatars has caused a handful of reformats to occur. The drawback to Reformatting is that the user cannot use any chi-based abilities for days after, meaning they must think of when to use it.

The International Rescue Militia is an organization under the United Governments of Earth, formed as an elite peace keeping force and disaster relief. The group is noted to be made mostly of chi-using martial artists, scientists, and negotiators. They are likely considered to be some of the best in the fields.
Boiler Plates are giant robots, though more styled after The Big O and Giant Robo than Mazingers and Gundams. They are considered to be the dawn of a bright future, as they're proof that machines beyond humanity's wildest imaginations are indeed possible. They rarely see use however, mostly being used for disaster relief. Players really shouldn't expect to see these often, since these are only here to be symbols of technology's growth. However, when they ARE seen, it won't be out of the question to be in a battle sequence.
