Discontinuing the puppet system

It had a good run, but there honestly is no reason to keep it- the whole 'puppets for random RPs' thing has long since fallen out of use, making it even more of a useless addition. Combined with the fact puppet drama was a recurring problem on v2, I don't see the need to keep it anymore.
