Why not exploit the fact that they appear to be frozen in whatever mindset they were in when they were turned? Imagine this: We capture a group of sparklepires who were once young adults and teens, where we proceed to restrain them and psychologically BREAK them. We convince them that their own species is a freak accident, not something that should exist, that the only thing they can do is destroy themselves.
Then, we turn these psychologically broken vampires loose, against their own kind. As they're convinced that destruction of their own kind is the only thing, they should destroy their own species.
To top it all off, because we only take a small portion of them, we can destroy them.

How about exploiting the psychology via making them fall into murderous rage and kill their so called "troo luv". Afterwards they'd probably kill themselves because carrying on a simlply disgusting crime that shows you didn't love the one who died. And then, I throw a party in The Tower(As I call the headquarters of my small nerd society - Cabal)

It was mentioned earlier that the vamps had plenty of time to become masters of warfare and strategy, so perhaps there are vamps who are smart enough to have done, but they are too intelligent waste their time with the Volturi and the cullens. They could pose an actual threat.
