^She's a Sue. There's no getting around it. If they're retconning the previous epic secret cutscenes to shove her into them in some way so it's all about her somehow influencing events, she's a Sue.
I'll agree that the concept of her character was well thought out, but the execution...not so much. No, she's not nearly as bad as what the fandom has done, but that certainly does not in any way make her an actual worthwhile character for the canon. Fourteenth member has been done to death. The fact that she's a girl wasn't a problem--the Org could use another female. That she was an obvious expy of Kairi WAS, no matter the reason. Even Namine wasn't that obvious. The fact that practically every single thing of importance in the whole of the game was about, concerning, or otherwise because of her was even more of an issue. She shows up, has a keyblade, goes into a coma for no real reason, loses the keyblade for no real reason, faints for no real reason, runs away for no real reason, gets captured, runs away again, gets captured again, then tries to kill you but oops, was actually trying to force you to kill her in some needless display of self-sacrifice that the KH universe could have honestly kept going on just fine if the writers hadn't chosen to put in there. They're making us work too hard to rescue, protect, look for, chase after, and constantly worry about this ONE character over and over again with no real pause inbetween.
There was really nothing she brought to the series that hadn't already been done by someone else. Appearance - Kairi. Weapon - Sora, Riku, Roxas, Mickey. Being part of the Org - Roxas. Being a Nobody - Namine and ALL of the Org members. Special connection to Sora - Kairi, Roxas, Namine, Ventus. Gets status as a "special" Nobody - Namine. Knows nothing of her past - Roxas. She's a puppet - Riku Replica. And the whole "everyone important to her forgetting about her" bit? It probably would have hit more if they hadn't already done it with Namine, who also had to actively remove herself bit by bit from the one person she wanted to be cared about by most. Xion honestly gave us nothing new. Okay, so she's friends with Roxas and Axel, but we knew they were already friends with each other and heard nothing about a third friend in their group. If they REALLY needed a female Nobody to complete the expy of the Sora/Kairi/Riku triangle, they could have just used Namine and given more reason for her and Roxas apparently being so close in KH2.
My issue with her is that the writers felt they had to create an entirely new character to drive the story instead of actually developing the multitude of characters they already had and giving them more depth and backstory. The game was supposed to be about Roxas and the Organization. Instead, it was about the "mysterious new girl and her mysteries", in which we have to constantly rescue/protect/chase after/worry about the new girl, and our reward is to watch her ANGST the whole time about how mysterious her origins are, while completely forgetting that we are supposed to be playing a guy who ALSO doesn't know his own origins and were told (by Riku in KH2) that he was supposed to have been looking for Sora to find out about it. We don't get that. So not only were we given a Mary Sue to drive a game that shouldn't have been about her, we were LIED to and given the consolation prize of a Mary Sue to drive the game that shouldn't have been about her.
