Still unnamed fantasy story

So I'm trying to write this novel and i just wondered if anyone thinks it sounds intresing. I have only written a few scenes so far but I know what the basic concept is and I took the time to write a description just for you, potential reader^^
The problem is that I have much easier to come up with background and setting than writing the actual story. Like the magic system.
So let me know if this is something you would be interested in reading and if there is anything that should be changed and I will give you delicuos e-cookie dough^^
Kayla is a young, newly graduated mage that dreams of adventure. She has been sent to the small city of Nonane to work for a year under the orders of the Mages' Guild.
The work is not as exciting as she would have hoped though, the village is just one of any farming communities supplying the (so far unnamed) capital with produce. The reason for this being that Kayla is not a very good mage and the Guild leaders assigned her to a job where she could not do much damage.
So while the rest of the mages prepares for war with a rising foe that grows stronger every day, Kayla writes receipts for grain and calculate taxes for the villagers, who manage just fine without magic help.
But soon, children start disappearing from the village and Kayla, getting no help from the Guild since they don't believe her (for valid reasons), have to rely on her resourcefulness and a magic she can barely control to save them.

The magic system is based on the 4 elements; fire, air, water and earth. Each element represents a state of mind. Fire represents anger, excitement or arousal, air represents stress or fear, water represents sadness or depression and earth represents calmness and stability.
Magic is not something you can learn, you have to be born with it. Without the proper training the magic cannot be controlled so an untrained mage will be very dangerous for him-/herself and others. For example a scared and angry child with developing magic powers might create a firestorm. This is why the mages guild takes in all children with magical powers (they usually start to develop in puberty) and trains them.
In school the mageling gets a necklace or bracelets with seals. The seals each block an element (represented by a symbol) and the mageling is trained to control the elements. An element is activated by focusing your mind in the right state. These are just the basic powers, more advanced spells such as locating spells or teleporting spells cannot be cast by the elements alone but requires reagents, for example herbs or crystals.
The magic do have its limits though.
1)By using the earth element a plant can be made to grow rapidly and a human or animal can be healed, but magic can never create life. That can only be done the old fashioned way.
2)Something cannot be conjured from nothing. Matter can be transformed from one shape to another but not created.
When the mageling can properly control their powers, after approximately three to five years, they get the seals tattooed along their spine. By having the seals permanently attached to the body it is made sure that they will only be activated when the mage wants and not by accident. And when they have reached this goal they are assigned to use their powers in the real world for a year after which they may decide if they want to keep working for the guild or retire to have a family for example. They are all expected to help in times of crisis though.
There is, however, a fifth element, shadow, that is stronger than all the others. It is not taught at the mages guild nor does it come naturally to most mages. It is fueled by maliciousness and sadism and is all but impossible to use if you have even the slightest bit of empathy. Unfortunately this makes the most dangerous people the most powerful, with the ability to (among other things) summon demons, steal life and magic power from others, leaving them dead or insane.
