If you've only seen bits and pieces it can seem that way, I suppose. However - Annie isn't about romance, it's about his fatherly love that he'd never really had before he met her.

It's based off of a comic strip, and there was a movie that came out in 1982, based on the Broadway adaptation of the strips. There is no romantic love between Annie and the Oliver Warbucks character played by Jamie Foxx. TV Tropes is a nice start for research. Also, go watch the 1982 Annie on Netflix. It's a good movie. You actually might learn something.
